A certification that makes a foreign public document recognised abroad. Often needed for US certificates.
Issued in the country where the document originated. For US state-issued documents, usually that state's Secretary of State; for federal ones, the US Department of State.
Do it before you move if you can, because it is much harder from abroad. Translations, if required, usually come after the apostille.
Procedures vary by city and individual situation. Confirm with the relevant office, your consulate or a qualified professional.
Official source: US Department of State. Always check there for current rules.
